Google has digitised a complete copy of this work and made it available on the internet. Comparison of the copies shows that title page with authorisation of the edition by the publisher is missing from our copy. Possibly the most important work with regard to colonial reform in Indonesia, with ideas that were ahead of their time. This publication, the first edition of which appeared in 1799, caused the Dutch government to instal a committee to research Van Hogendorp's proposals. The proposals included issues such as free trade and agriculture for the Javanese and the introduction of a farm lease system such as the British used in India. The committee rejected the proposals, but the programme was indeed introduced by Raffles durint the British occupation of Indonesia (1811-1816).
